From an analysis perspective, Case - 2 design will be selected. As the stress developed is transferrring to more areas of the plate, maximum stress developed is less as compared to Case - 1.

From an manufacturer perspective, Case - 1 design will be selected. Stress concentrates at sides of the hole and hence maximum stress developed is higher in this design. As a manufacturer persective the additional hole drilling can cause cost implication, hence case - 1 design will be selected.
