Pick the base surface Center point Provided by the way to On the surface  after draw the line with Point And Direction method  that the line my tooling axis .This line is a Tooling axis.

Tooling axis with respect check the Draft analayis done The scalor scale given in green with 2.9 deegrees after completing closed surface one time check with Surface &Tooling axis  this also given scolur scale  is green with 2.9 degrees.
