  1. Concept and the Requirements:

The main concept of the project is that states in the northeast of India should get development in terms of social as well as economical. So, Guwahati is chosen as a hotspot to execute it. Constructing the Techno Park will assure job opportunities in IT/ITeS Sector so that people in and around i.e in the state of Assam and states nearby and around the Assam will get more employment opportunities to upgrade their lifestyle and to improve their standards. Techno park consists of office space for IT companies s along with serviced apartments and spaces for fun & amusement (mall & shops food court) . The central and government’s technology departments office too were supposed to be in the park

As a requirement, Techno Park has to be constructed in First class quality with high end finishes. It should contain all the MEP features so that even in case of fire the resources won’t get ruined. To achieve it each and all components say from civil construction works to final finishing works all the tasks has to be executed as per the standards, sequences associated with its tests and inspection procedures. To meet the standards, the material and product has to be tested and inspected as per the Quality Assurance Plan. It will be done by comparing the test results and inspection with respect to the IS Codes/Project specifications etc.., And to deliver the project in the stipulated time, there should be an effective planning, monitoring and controlling strategy. So, that the project can be executed as per the plan and with the monitoring project can be tracked whether it going as per the plan or not. With the effective controlling technique, whatsoever deviations in the project can be minimized to perform well to finish the project with minimum extended time period.

  1. Confidence on Deliverables:

The plans of negotiation, stakeholder management, Construction methodology, Quality assurance Plan, Effective Planning-Scheduling-Monitoring-Controlling clearly indicates the what could be the potential hurdles that can arise in executing the project and how to deal with it. Also, to meet the project specification, construction methodology is there to perform the proper execution in a sequenced manner aided with the Quality Assurance Plan that shows what are the tests should be done at what frequencies and the inspections that should be performed at each and every stage of execution. With an effective planning, monitoring and controlling strategy the project can be delivered in the stipulated time period.

  1. Scope and Deliverable:

The Scope of the project includes the construction of building office space for IT companies s along with serviced apartments and spaces for fun & amusement (mall & shops food court). The central government’s technology departments office too was supposed to be in the park. Contractor-M&T should prepare an alternative rehabilitation center for the present occupants of land proposed. All buildings proposed were with high end finishes and class apart MEP features to cater all sort of weather eventualities.

From the client side i.e., RVR, land for the proposed project to be delivered to the M&T after contractor prepares a alternative rehabilitation center for the present occupants of land proposed. In dealing with the stakeholder, he should provide the entire support and guidance to encounter the hurdles. He should perform the approvals for the procedures, formats for the various submittals and reports regarding the project execution, testing and MIS reporting.

  1. Requirement of Project and expectations of RVR:

Project requirements can be categorized into three main categories: business, solution, and stakeholder requirements.

  1. Business requirementsare the high-level needs of the business. They address what's required and why the project is happening. Here the ultimate requirement is construction of Techno Park so that it would cater the employment opportunities by the IT/ITeS Service companies.
  2. Solution requirements, which include both functional and non-functional requirements, are the specific features and characteristics of the product or service that meet all requirements, both business and stakeholder. Functional requirements describe something that a product or service is required to do. Non-functional requirements describe how a system is supposed to function. A functional requirement for the current project is to be fit to function as an IT hub while the non-functional requirement is to provide the employment opportunities and establish a good socio-economic development.
  • A stakeholderis anyone who has an interest in the product or service that's being produced or provided. They may be internal stakeholders (employees) or external stakeholders (customers, regulators, or suppliers). Every individual stakeholder has specific needs or requirements that they want to be fulfilled. Each of these needs must be balanced during the course of the project. Often times, stakeholders have competing needs, which can impact the schedule, budget, and scope of the project if not managed effectively. Example: In this project if we take the stakeholder of : Land owner-if they can’t be negotiated with proper compensation then after making all the arrangements for project there comes the necessity to look for a new place. It will not only delay the project but also adds on budget depends on the new preferred location.

The topmost expectation or entire vision will be delivering the Techno Park at its stipulated time.

  1. Right from land acquisition there should be a perfect solution for the land owners who are staying over the course of time to get shifted to then new place. Proper place for dwelling will be a great deal to be dealt with. So, there should be perfect plan for creating the rehabilitation Centre.
  2. To start with the execution first there comes the resources. Here the resources include shifting of manpower, material, machines and equipment. So, there should be a good logistic plan to perform it.
  • Stakeholders of Land owners, Top management, Companies, Universities, Research Organizations, Mass media, Buyers and customers, Credit Institutions, Ministry of Urban infra, Ministry of North eastern Affairs, Ministry of Rural Development will come in play in construction and delivery of the project. So, there should be one stakeholder management policy to deal with it.

  1. Phasing of the Project:

The phases include the Design, Procurement, Execution and Testing & Commissioning

  1. Design Phase- Here for the entire project, the designing is done for the various disciplines say, civil-electrical-MEP-System and security systems
  2. Procurement Phase- Once the designing is completed the GFC (Good for Construction) will be available for the quantity and cost estimation. By performing the Quantity Estimation, we will arrive the total amount of the material required so that we can proceed with the purchasing.
  • Execution- During the Design phase, access for the site will be provided once the rehabilitation center from the contractor (M&T) is given. So, once the handing over of the site is done to the contractor we can start preparation of the site for its further actions like civil construction, electrical construction, external works, MEP works, installation of electrical machines etc,,. in a sequential manner.
  1. Testing & Commissioning- In this stage after the proper execution, the necessary connections among the various sections say establishing the connection between the CCTV and System Security is done. It is followed by the testing and once it is done, we will have the commissioning by clearing the snag list and ultimately the project site will be handed over to the client.

  1. First Hand over and Work Front:

The first and foremost hand over from the contractor i.e. M&T will be the handing over of the rehabilitation center as it will only lead to get access to the contractor. It will enable the project site to start with the construction activities that starts from the preparation of site for foundation to block work followed by the electrical works and MEP (PHE and Firefighting works)

As stated above once the contractor gets access to the site, site activities get started along with the delivery of the materials for the construction in various disciplines.

Civil construction flows through the foundationàsuper structureàStructural SteelàBlock workàExternal workàDry finishes. Followed by the electrical works of plumbingàwiring that includes the MEP works of PHE and Firefighting works. After the completion of MEP it follows the equipment installationàCCTV systemàSystem and Security system. Once all of the activities are done then it goes for the integrationàperformance testingàcommissioningàhand over. So, the work front availability goes through the above-mentioned manner across various disciplines.

  1. Action for kick start handing over:

To initiate the handing over, integration has to be performed so that all the electrical machines, equipment like DG, Panel, AHU and PHE & Fire fighting components are well connected for its effective functioning. Once the integration is done the performance testing can be done which will lead to commissioning and handover.

Those are will be the answers for the queries by RVR.

  1. Planning Concepts and Deliverance:

Planning concepts involves the steps of: Setting goals, Developing Strategies, Outlining tasks, Scheduling to accomplish goals.

  1. Setting Goals: It involves aiming for the deliverables. It involves understanding the project scope and requirements as per the specifications and standards.
  2. Developing Strategies: It involves the method of execution i.e. how the works are going to be performed in what technology.
  • Outlining Tasks: It involves framing the tasks. For framing the activities are first determined as per the scope and then the activities are listed out for performance.
  1. Scheduling: Once the activities determined then it is arranged in a logical manner. For all the activities resources, time is assigned and then it is scheduled to find the completion time

Deliverance: Deliverance involves what the project scope or requirement wants. It involves the handing over of the project in the scheduled time as per the agreed project specifications and standards in the name of the Quality in the estimated cost/budget.

  1. Monitoring Techniques:

Once the project is scheduled then it is tracked for its performance. It clearly depicts the current status of the project with its baseline of it. For the purpose of monitoring, in this project it is planned to update the schedule weekly, submission of monthly progress reports, discussion of issues with client.

  1. Weekly Schedule Updation: Updating the baseline schedule on weekly basis by collecting daily progress report for the particular week will enable us to check the what’s the time being taken for the actual completion. If the actual completion of the project differs from the baseline schedule, then the cause for the delay and its root cause analysis is done. By performing the root cause analysis, then the suitable actions can be taken to get the project on track or to minimize the time taken for the completion.
  2. Monthly Progress Report: Submission of monthly progress report will enable us to check the progress on monthly basis. It will enable to plan in advance for the deviations if any in the schedule.
  • Discussion of Issues with Client: On having discussion with client in regular basis will enable to establish the work in the flow. Any discrepancies, problems related to site (internal and external) can be discussed and solved in no time on once getting clarified with client.
  1. Handing Over:

For the complete handing over of the project the hand over letter will be submitted for the client approval attached along with the checklist:
