As the output of signal generator is two second high and two second low, it turns on the switch for two second then it turn off the bell.The bell rang was done by the solenoid and the plunger . The output of the signal generator is monitored using the first scope in the above picture.The second picture show the mechanical pluger movement from motion sensor . Therefore this system works fine.

As the controlled thermal source was connected to thermal reference and signal builder, they produce the heat needed as the question says.Then this heat is sensed by the thermistor, thermistor is a equiment whose resistor changes with different temperature. Then we measure the voltage across the resistor using voltage sensor.This output from the voltage sensor is given to a switch which turns on and off the fan as by given condition.scope output of the signal builder and the voltage sensor are similar in nature.Thus this project is done according to the given conditions. When the temperature of the given heater is above 25 degree celsius the fan is turned on otherwise turned off.
