It confirms that the building adheres to the BIS codes and is safe to live in. This certificate is mandatory and required in many state municipalities' bylaws.

A structural stability certificate provides evidence of a building's structural integrity. The engineer issuing the certificate will determine whether or not a building has been adequately maintained and can withstand the forces it was designed to handle without breaking. The certificate is based on the design criteria for the particular type of structure being evaluated, and it will describe how much force the structure can take before it breaks or collapse due to being over-stressed. It is achieved by comparing the force applied during construction with the load it can withstand as it ages.

Strength of a Building:

The longevity of a building depends on several factors that can affect its overall "health," including building quality, materials, soil conditions, and local climate. In India, construction experts estimate that the average lifetime of a residential structure can range from 50 to 80 years, depending on its usage and the frequency of repairs and restorations.

The functional characteristics of a building can be classified into the following categories:

  • Plumbing: This includes both internal and external plumbing, as well as sewage lines.
  • Electrical: This includes both internal and external electrical lines.
  • Civil works: This category encompasses various activities such as plastering, waterproofing, rustproofing, and painting.

To ensure the safety of a building, it is essential to follow the 2016 National Building Code of India, which includes safety elements for all types of natural disasters such as cyclones, earthquakes,  and floods. These safety elements must be incorporated into the construction in proper proportions to define the building's structural integrity and ensure its safety.

Why Has the Structural Stability Certificate Been Introduced?

Since its establishment, the Real Estate Regulatory Authority (RERA) has implemented stricter construction quality policies. One of the most beneficial provisions introduced by RERA is the zero defect liability clause, which makes builders accountable for all architectural and construction issues and expenses that may arise in a project for up to five years from the date of possession.

This provision covers a wide range of concerns, including structural, non-structural, finishing, and servicing issues in residential projects. Under this mandate, builders are required to repair any defects within a month from the date of filing the complaint by the inhabitants without charging any fee.

The zero defect liability clause is a crucial safeguard for homebuyers, ensuring that they receive high-quality constructions and timely resolution of any issues that may arise. By holding builders accountable for defects.

Who Is Authorized to Certify a Structural Stability Certificate?

A Chartered Structural Engineer plays a crucial role in ensuring the safety and compliance of a building. As panel members of practicing engineers, they are responsible for identifying any weaknesses in the structure and confirming that it complies with seismic regulations. Additionally, they must verify that the building has adequate fire and health safety features and poses no threat to the public or surrounding structures.

After a thorough assessment, the engineer submits their report to various civic bodies, such as the Public Works and Fire Department. The municipal corporation then reviews the report and checks if the building structure meets all the safety requirements.
